honestly, i'd say almost any eastern European nation - once you can beat back the empires there and permanently destroy the balance of power and start liberating and conquering, it can get fun trying to be Balkan fun police. unite Poland, Romania, or Romania for extra fun. I find it's fun trying to form these as nations other than Serbia/Congress Poland/Wallachia

Japan is quite isolated from the rest of the world as an island nation. The only countries that can pose a threat are China, Russia and the United Kingdom. A bad AI invasion (ie, small transport fleets without an escort) makes the US little more than a nuisance from the start, while the Netherlands and Spain can safely be ignored.

China is a good nation too, you can use some cheats to reduce infamy and get westernization fast!
