That's not easy to answer since the answer depends on the champs you are playing againt's but Q and E are must to be evolved imo.

I play on high elo and my team is way more reliable so W is for poke to help my team in teamfights without dying, as you know most games in high elo consist of teamfights and the support mostly picks a cc (if you evolved Q or E then you'll die before you can go near them, you'll get cced and then die, even if you didn't die you're pretty much useless in the game, unless you're really fed but if their team comp is squishy/I know I can snowball early then I'll prolly go Q or E depending on situation)

If you're playing on low elo and want to carry games then I suggest going for Q evolve to snowball early games then go for E after evolving Q if you're going for a full assassin build, if you're going bruiser then R, W then E/Q is better

Remember that this is just my personal preference, you should evolve according to your playstyle
