If you are using VPN you can access the block websites by the services provider. But VPN does not increase the speed of the internet.

vpn doesn't increase speed of internet brotha

Even in Iran, it is not possible to connect to vpn because vpn has been completely blocked, so Iranian people have to use virtual servers.
