I think u set a max usage to %70 power n ur cpu use more or equal than this for something.
Can u take a look at processes tab

Maybe you are using a laptop. You can open the power options by right-clicking on the battery icon.

i'm using right now and my cpu cant consumes more than 50% playing with scripts and full screen 1080x720.
high process priority ticked.

disable all programs that start with your windows! Restart your machine.

an easy solution could be replacing windows scheduler by project lasso or something else

look ur GPU or CPU the problem some minner running ur pc u need to anti virus malwarebyte software scan ur pc remove the miner software on ur pc on my thinking ur cpu or gpu both running high u need scan ur pc
