well you have a virus on your computer simple as that there was a guy who had the same problem and reinstlaling windows was the solution or try to clean your pc with antivirus and then try again and reinstalling windows is good time to time i do mine every 3 4 months you can simply move your imprtant stuff to another drive and reinstall windows isnt that hard

i doubt it's because of a virus, i've kaspersky pro and malwarebyte pro version both running 24/7 and i never turned them off before this day, i also tried scanning full pc with them multiple times and with no viruses detected, also tried scanning with windows defender, no viruses
