2: Run as admin,
3: Check windows firewall and virus protection settings and add an exception for gameloop
If thats not gona work you can try to adjust gameloop settings for your computer. Like i said your pc is not bad but gameloop is an emulator, you can increase ram that gameloop uses and adjust settings to performance. When you done with adjusting settings dont forget to reboot your pc.

i have rx 470 4gb + i7 4rth Gen and no issue prossesor usage is 40% only

CPU is as much important as GPU. Pubg emulator is CPU prioritized game. I had same problem with my core i5 3rd gen. I shifted to Ryzen 5 3500 with same GPU and never had lag problem with Pubg everafter.
