You can get to like plat but in Diamond, you need to play meta champs and strategies

If you mastered a champion then yes it is possible to climb even without relying on meta but of course you also need to have some good knowledge about League

yes for sure for example people who are streams, or mono champs regardless of the current update can easily upload their favorite champions

Yes, I play with champions outside the meta and it works very well for me, also because it has a lower ban rate, less probability of your enemy catching it, the important thing is that you learn the dummy mechanics very well.
