Is there anyway or a settings to make the evade not dodge skillshots if the enemy is pretty close to me?
because some abilties will hit anyway if the enemy is melee range to me and the evade will just end up wasting my autoattacks and getting cced anyway

I don't think so, but you can make the dodge worse by increasing your delay, almost ctzs, that in itself should solve your problem
