You are right when you say that there should be strict rules on such matters and there should be great sanctions for players who disturb the peace of the game and swear and abuse, and this is one of the main problems of riot games
Only low priority people should enter the low priority queue... I always get people who are tilted and just keep playing to troll, which is really annoying. The guy is already nervous and comes to make others nervous in a match where you just wanted to have fun, toxicity dominates and he simply leads the team to defeat.
