No ban wave is coming but Vanguard launch in april. In 2 days 14.6 patch notes with Vanguard rollout update in it. They will probably confirm if it release on all server on 3 april or 17 april.

There is no such thing as ban-wave and i don't think league actually going to work with Vanguard as it is mainly for low end pcs, they gonna lose alot of money and players if such a thing happened.
