I think its sett cuz he has more dmg and more cc and he is tanker and scales more early/mid/late game the only thing yone has with advantage is maybe the movement speed.
both champions are quite strong for ealry game I recommend sett for latte game remond yone but both champions are very strong it just depends on how you play you use sclaing for both and in late cari very easy with them
