I believe it's a mix of several things.
They are multi-disciplined, training more than 10 hours a day.
There the government promotes esports and many are seen as stellar.
They create the meta, strategically speaking, everything we see in terms of competitive games comes from there.
I find it very difficult for a western country to be able to resist Koreans (I believe Asians in general), the level there is way above the rest of the world.
