That depends on how you want to use it, for normal use only a normal one is enough but for heavy use like video editing or other computer dedicated jobs you may need a higher config

can i ask, why do you need a cheap one ? any side activity or for main job

for what purpose, it should be specific . Like for general day to day use, normal configuration is enough,( for example basic office or excel works , sql works etc) , bt for heavy works like graphics related jobs, video editing a higher end configuration is needed.
