I'm asking if there is a way to do some specific functionality not build into the base OS. Control the computer & various software with MIDI functions.

The easiest way is with a Chromecast or some other small device if your smart TV and computer don't come with the packaged drivers etc (i.e. Miracast).

Am wanting to make watching videos easier with a skip 1 frame stepper through a midi controller I have with a knob.

Just to kind of cross off the obvious - what browsers have you tried?
Can you try Chrome or Firefox in private browsing mode, or the beta version of their clients?
They're pretty sensitive with their ban hammer.
It was pretty edgy when it first came out, but the player base has diminished significantly.
Practically, if you're planning on playing legit & can bring some people with you it's a good time.
Grindy af though.
