Look at the Official comfig thread, there is a good Config, i dont remember the name of the user right now but there are a few configs so u can test it.

Sometimes he dont even hit his Q or dont charge it, maybe its just a "bug" for now. Its every round different when u play him. Like Ezreal, sometimes he hits everything with the script and sometimes he nearly miss a skillshot on a standing enemy
