Downloaded MemoryUI from the website, found a file named "dcirmne.exe", opened it, a black window opened and just closed immediately.
Methods tried:
Disabling Anti-Virus
Reinstalling Visual-C-Runtimes
Disabling Firewall
Turning off ADBlock
PC restart after doing the above
