Graphic programs that offers lots of designing features are all usually paid softwares. I'd recommend that you subscribe or buy one. If not then try getting a modded version from sites like getintopc, worldsrc among others.
Once again I'd advice you buy or subscribe. Good luck!

You can also try Photopea. Its a free online graphic design tool with features just like Photoshop.

Sorry for my missunderstanding earlier!
I'd say the best free software tool to use as a begginer is Paint.NET,I used it since 2017 till now,It is just amazing !
