Most probably, yes, you will be able to play PUBG mobile on your pc but it also depends on which graphics card you are using.
Having said that, being a mobile game, the frame rate drops significantly when you play the game on PC even with a decent graphics card, so while the game might run on your PC it may not run as smoothly as it may run on a decent smartphone.
You can try out different emulators such as NOX, Tencent Gaming Buddy or MEMU, and check out which emulator runs the game better for you. A friend of mine has a decent laptop with a 4gb Ram and an Nvidia Gforce 940M 2 gb graphics card, and still suffers a little lag here and there throughout the course of the game. So assuming you have a decent garphics card, the game may lag a bit.
