Open the Steam website for the account details. If necessary, you still have to log in with your Steam account data. In the desktop version of Steam, you can access the page by selecting your user name in the top right and then "Account details". Scroll all the way down and click on "Delete my Steam account". The next steps are explained on the next page. Click "Continue to Account Deletion" below.

Create a new account with the same mail for free.

Just go on steam > ur profile info > delete steam profile at bottom.

I don't know if u can really delete/deactivate your steam account, but just change the email, and create a new account with that email, or just send a ticket to steam
