That's not possible and never was.
You and you only will see the cheated inventory.
Some provider tho have the "feature" that you can see the skins from other people using the same software.
You will never find anything legit to change your inventory server side (only you will able to see it),
You need to hack the Steam Server for that, and that is litterly not doable for someone like you and me.

dude, its impossible to have a serversided skinchanger in CS... the closest whe got was inventory changer, and even that was bannable
