Çözüldü I just can't use LazySharp

I'm very very disapointed by now because I can't use LazySharp. It just doesn't start the external CMD.
I did ALL the requierements and more, disabled antivirus, disabled firewall, uninstalled adblocker, cleaned all %appdata%, used VPN, changed browser, all things possible.
I used one time that the CMD open, but I don't know why, and now It won't start again. Also installed All In One Runtime, All C++, and still doesn't open the secondary CMD, with admin rights, compatibility mode, none!!

The second cmd not opening is something related to anti-virus, try to uninstall all anti-virus, do not leave vanguard anti-cheat open and try to disable Windows Defender by REGEDIT.
