if you really want to clean then transfer all the important files from C drive to another drive . Then reset you pc .

First off get a Usb stick. download your preferred windows iso file ( straight from microsofts website is adviced ).
there are apps to turn usb into windows installer . there is a official one on microsoft you can also download.

After everything is ready just take the files you want to save. ( if its low size just upload it to google drive you can download later. )

now you must get some idea of your pc parts. and get their drivers downloaded / ready in the usb.

or just go;

Windows Taskbar. -> Recovery -> first option on top will clear out the pc. not worth it in my opinion but it should help you.
