New players may win two Competitive matches in 24 hours
New players may win 2 Competitive matches in 24 hours before receiving an intentional Competitive cooldown. This cooldown exists to limit the impact new accounts can have on Ranked and Unranked matchmaking.

After 10 Competitive wins the new player cooldown is removed and there is no limit to the number of Competitive wins you may earn in 24 hours.

Basically MD10 means how much games you need to win untill you receive your rank and cooldown after 2 wins removed

They basically did this to avoid high number of cheaters in the competitive mode. Just do your 10 matches in 5 days and you will be fine.

the cause of getting a cooldown

1. A player abandons.
2. A player gets kicked too many times from competitive matches,
3. A player kills too many teammates,
4. A player does too much damage to teammates,
5. A player fails to reconnect to their match, or.
6. A player kills a teammate at round start.
