It is not true. The focus on tanks is not so real. What they are doing is nerfing several other champions that were in the meta. Like Cassadin.

It pretty much depends on what Riot means by "balancing" lol.... sometimes the champions and reworks they do get out of hand and they start doing things that don't make sense and it's preferable to leave them as they were.
