Yes Vanguard will be coming in patch 14.5... but only for one region which will most likely be the Philippines. They will test Vanguard to see if it works well in a region that has a lot of players and also a lot of bad PC's
And many also see the kernel anticheat as a disadvantage because the data is forwarded directly to Tencent, and with Vanguard you have even more control over the PC, which is almost like a root kit.
So patch 14.5 only has one server Vanguard, and I assume that in patch 14.6 all other servers will be on it or just EUW
