hmm... u just got a little bit better early with more dmg on passive / lower cd on Q / and u can lvl up E now with this slow and mana buff
yea it better he will max e if going to play ap but if ad so nope just lvl 1 and all good cuz it takes 40 mana only in early so thats pretty nice

i think its good patch, but i dont like the zoe buff, its like the worst matchup vs zoe with my champ pool so now its even harder for me
