i'll assume you're talking about the item boots.
Basically you should'nt buy when your champion needs to spike and dont need mobility at all. You should buy when you'll lose a matchup and dont need to spike or needs the boot stats asap, like laning against darius on toplane, or any other AA champion on toplane.
examples of champions that dont need boots first item on every lane:
Top: Jax, Aatrox, Sion, Rammus
Jungle: Jarvan, Zac, Kayn
Mid: Every midlaner that have dash or any mobility skill
Bot: Samira, Tristana, Ezreal, Caitlyn
Supp: none, boots are cheap and gives amazing stats, so you should buy it when you have only 2k gold at 8min.
