Remove your hdd then install windows on another hdd then install a good antivirus , get your files back and format the old hard drive...

If you already formated your windows with files there are some programs recover data but they are not stable... Generaly they recover only %10-20..You need professional recovery programs...You need to try all of them one by one ...If you share a good one after you try ,ı would appreciate that. You need to send your hdd to service for a professional support...And as ı know not everyone can recover old files....
