yes they can, through the use of a hwid spoofer, or you can just wait it out, remember that loging into an acc before said hwid ban is over will add more time to the ban

Impossible, A hardware ban in Valorant lasts for 120 days, from the moment it was issued. Thus, after 120 full days pass, the HWID ban expires and you will be able to play on a brand new account, on the same computer. That said, for repeat offenders, the HWID ban will be permanent.
