I have disabled ad blocker and i allowed ad on this website but I still cant see ad in this website. This is preventing me from using the cheats.

There is suppose to be an ad at the blue circle but its empty for me.

Check all your extensions, maybe you have some kind of adblocker. If not, try disabling your antivirus web protection. In the worst case, try testing with another browser!

Can you check your windows control panel ? maybe some programs have a function to block adwares.

Some ISPs block ads by default, it might not directly be linked to your PC.
You should hook up on your phone's connection by configuring it as a hotspot and try again.
