reinstalling windows is the best way

Never seen that issue. If nothing works out, a windows clean install is always an option. That would almost certainly fix this issue

I already tried to download several versions of the video card and I already reinstalled directx but it still didn't work I have a gt 1030 in some games with directx 12 it works others not.

I'd recommend trying with the latest available version
dont wast ur time gt 1030 dont support directx 12 only directx 9 ; directx 10 only RTX series support directx12

That's not the case actually. Most modern cards support directx 12 not just rtx
yes like gtx 1060 up and modern cards rtx under 1060 no
