Do we need ranks for using the tool

Hi Members,
This platform is full of resources and knowledge and of course with lot of help within the community.
I'm new here and unaware of many of the policies. I tried to load the PUBGM tool but I think this is not working for me.
Is there anything I'm missing, something like rank or so. If so, what measure should be taken for gaining membership points.
Any help will be appreciated.
