Honestly neither, I can't handle the cold but the summers here are terrible, average of 118 degrees during peak summer. If i had to choose i'd lean more towards winter.

Honestly winter. It's very cold but you can always adapt to it by wearing heavier clothes, and you'll be able to use a blanket when you're sleeping. While in summer, it's hot even if you're butt-naked and it costs a lot more money to use electricity for air conditioner and fans
