Hello
1- Adblocker, Windows Security, Antivirus programs, Riot Vanguard and FaceIT Anticheat close them all.
2- Install this two programs down below
2.1- https://www.microsoft.com/en-us/download/details.aspx?id=35
2.2- https://www.techpowerup.com/download/visual-c-redistributable-runtime-package-all-in-one/ (unzip and run install_all.bat file with admin rights.)
3- Clear %temp% , temp and prefetch folders
4- Restart your computer and try again. If you keep getting the same error, install an older version of Windows eg Windows 10 1909 etc.
5- Restart your modem and computer
