Gta v have three network connection. (1) Open, (2) Moderate, (3) Strict.
Open and moderate can play online normally and can join your friend normally.
Strict can't play normally and can't join your friend normally .The ways to fix the error;
(1) reset your pc ip address by using cmd (or)
(2) reset your router ip adress by its website (or)
(3) Use your nearest countrty vpn
