You can buy decent prebuilt computers for that price (Monitor not included) but building your own is out of the question right now because of GPU prices. Also, once the current prebuilt pcs are all sold the prices for them will skyrocket as well so if you're going to go with that option I'd do it as soon as possible. Otherwise you'll just have to wait for prices to return to normal or try your luck with ebay/Craigslist/kijiji.
