Add it as new rule in inbound and outbound in windows defender firewall and allow it.

Thank for all. I found problem, Windsharp file in harddisk C is error, I delete them, then I load tool again.... It's working... the problem is not in Netframe or firewall, the problem is the windsharp file is corrupted.
