How to send a gift in LoL when gift sending is disabled?

I'm on the Brazilian server and gifts are disabled in Brazilians. We always suffer from this here. Here is a tutorial from someone who tries to do this with a banned account and I still can't do it, it gives me an error item type is not available

There is no other way to send gifts,
You have to wait until it is fixed.
