First off, get everyone to stop arguing. Its the hardest step, but if your team is at each others throats, there is absolutely nothing that you can do.

Next step depends on team comp, but in all cases, you need wards, and lots of them. If you don't know where their team is at all times, you can't do anything without risking being caught out of place and killed, increasing the gap between the teams. If your team can hold a 4v5 under a turret, then you send one person off to split push and then hold against their counter push. If they send someone after the person split pushing, then they just need to hold them there as long as they can without getting themselves killed, which may let you force a more manageable fight, or if its not possible they should rejoin your group, which may let you get a 4v5 fight. In any case, it holds off against their pushing while maximising the amount of gold you can gain.

If you can't hold under your turret, then you have to bait them into an uneven fight. This is substantially harder, since it is relying on them to make a mistake and chase you into your jungle without vision, and so won't always work. In any case your aim with the fight is not so much to kill them as to stop their ability to push in on you by taking out one or more of their players and then disengaging if possible, giving you some breathing room to get gold and make it easier to fight them next time. If you are able to go through enough of them to let you get a turret or something, do so, but don't risk being aced to try to get a kill.

There is a third situation, when the enemy team is the one split pushing. This is the hardest to deal with, since it requires that you send a single player who can either kill him/her or stop their push, which can potentially be awkward depending on who it is that is doing the push and your team setup.
