If you have windows 10, turn off real time protecting und "virus and threat protecting" settings.
disable your windows defender using defender control and try using google chrome browser to download

Disable your antivirus and ad blocker first, then try again
its not posible. its only lanch ok.
Disabling any dort of add block helped me but a browser like internet explorer usally works for me when I need to swap

You need to deactivate your Windows Defender and your antivirus
