That is most likely a soft ban due to game abandon etc. you should be able to play after the cooldown

Basically MD10 means how much games you need to win untill you receive your rank and cooldown after 2 wins removed

you will be getting these global cooldowns for a few games that you play before gettings ranked yourself, after you have gotten a rank yourself then you wont be getting global cooldowns you will only get penalty cooldowns which come from team killing/ griefing or hacking....

It's completely normal and it will stop happening after you win 10 matches
