I was wanting to run valorant and use valorant's cheat, but I've run it with 30 fps, will that make the game not run?

it should run at minimum, but try to add more 4gb, it has cheap memories, it will help you a lot and (if you get it or already have it) an SSD

4Gb is prety low for new gen game so probably yea the game will run in low fps a lot and getting freez

ram doesn't affect too much you should change the processor or graphic card

Bro use advanced system care and use auto ram clean and Turbo boost feature I hope its help you
and use old gen win10 15-16 ver and don't update
