Do it. But first and foremost; be chill about it. Don’t confess your undying love for them, that’s really off putting and a huge red flag.
Make sure you actually spend time getting to know them before unloading your feelings on them, are they available? Do you have common interests? Is there obvious chemistry? If you just stare at them from across the room and never actually interact with them it can come off as creepy.
After all that, just be honest. “I think you’re really cool, if you’re interested I’d like to take you out sometime whenever you’re free”. Or “Do you have plans on X day? Let’s hang out and go do [shared hobby]”.
From there feel out the vibe, if there’s romantic chemistry keep seeing them, if not then you at least got the hard part out of the way.
