I was playing a match, and I simply couldn't use skills unless in certain situations where my skills were unlocked. When I died or randomly, some skills would start working again. For example, I was playing as Veigar, and I couldn't use my Q at certain times, let alone my ult. It would show the skill indicator, but I couldn't use it on any enemy champion."
