2 - make sure you have an antivirus software (In my opinion kaspersky is the best)

and check if there is any malwares

format ssd and hdd. after this reinstall windows and try again. maybe u have virus or ur pc is old

Running at 100% is not always bad, just make sure the cpu temperature is not too high
