In your opinion what would you Rebalence in MW [HC]

I've just been having thoughts on what can change to rebalence some things in Hardcore settings in Call of Duty: Modern Warfare. You can call it salt or just not being good enough to adapt to whatever is being thrown or whatever. But In my opinion as a Hardcore mode player I feel like some things should should change. IE: My most hated thing... Riot Shields... Indestructible and people are always running their M4's and MP5's or whatever with them and speed running around like a crackhead on speed.. I feel they need a counter that isn't just Semtex/Thermite/Molotov. Something like FMJ's FMJ's deal more damage to killstreaks and deployables why not make them the counter to a ballistic shield? They don't even have to do full damage. Just enough tell a riot shielder who is getting a bit to aggressive with their push "I have FMJ's and I can kill you buddy."

I must agree the riot shield do seem to be overpowered but then again the thermite bullets are my bane

Well no its normal name is dragons breath but its the same as thermite
