I don't think the game is fully optimized. Once optimized, your FPS values will of course increase.
- Turn off your frame rate counter.
- Download the lastest GPU drivers.
- Use Nvidia and AMD's resolution scaling features.

Everything depends on the graphics and prock. Same as above someone wrote the game came out by the deadline

Maybe swap your processor on something with ryzen 7/9 maybe it worked but amd have better processors
U can try to overclock
just lower your graphic setting higher update your drivers

you can download mods for higher fps + u can turn off anti virus (if u have one) that will also save u some fps
Prioritize details in task manager, real scheduling will work a little
