As far as I know, the keys are not imported from account to account, unfortunately you will have to configure everything

yes, open the file gameusersettings, and put in “read only” so every account will be locked the same config

You can make configuration files read only then you can move to another account

No, you can't import your settings to other account settings
But you can save your settings on your pc so even if you change it, after you log in again it will stays the same old settings so you can open another account and it will be the same settings from your other account if you know what I mean like your settings will stay in your PC that you saved the settings on it and you can use any other account with those settings
