There is a way! It may not work on the US server, but on the Korean server, copy the "C:\Riot Games\League of Legends\Config/ PersistedSettings.json" file, log in to the account you want to move to, and paste the file.

You can achieve this by making persistentsettings.json and game.cfg files read-only.

Maybe make a macro and do it manually and then whenever you make a new account, you active that macro and it will do it for you whatever settings you did while making that macro. Other than this, there is no automated way.
