Vanguard will be live on 6 march 2024 if not delayed. Likely to be on PBE Wednesday. If Vanguard release is not on 14.5 Riot will said that Wednesday on 14.4 patch notes.

It only need TPM 2.0 on windows 11 in league of legends.

u can litelary skip tpm 2.0 and close vanguard with any system information tool to bypass vanguard running at all. (been there for ages, recently leakd on unknowncheaters)
